آليات تأثير رئيس الجمهورية على البرلمان في ظل التعديل الدستوري الجزائري لسنة 2020

Résumé: تهدف الدراسة إلى التطرق لكيفية تأثير رئيس الجمهورية على البرلمان في ظل التعديل الدستوري 2020، بتوضيح أهم الوسائل والآليات التي أتاحها هذا الأخير لرئيس الجمهورية للتأثير في عمل البرلمان. توصلت الدراسة إلى أن التعديل الدستوري 2020 أتاح لرئيس الجمهورية عدة آليات ووسائل يؤثر بها على البرلمان، وذلك من خلال تدخله في المجال التشريعي للبرلمان، كإصدار القوانين ونشرها، والاعتراض عليها، والتشريع بأوامر في حالات الشغور أو العطل البرلمانية، والاستفتاء، وتعديل الدستور، إضافة إلى التدخل في تسيير باقي أعماله، كدعوته للانعقاد في دورات غير عادية، وتوجيه خطابا له، وإمكانية حل البرلمان، وتعيين بعض أعضاءه. The study aims to address how the President of the Republic influences Parliament, in light of the 2020 constitutional amendment, by clarifying the most important impact mechanisms in the work of Parliament provided by this latter. The study concluded that the 2020 constitutional amendment provided the President of the Republic with several mechanisms by which he affects Parliament, through his intervention in the legislative field of Parliament, such as issuing and publishing laws and objecting to them, legislating by decrees in cases of vacancy or Parliaments holidays, amending the constitution, and referendum. In addition to interfering in the conduct of the rest of its work Such as calling for extraordinary sessions, send a speech to him, dismantling him, and hiring some of its members.
