دور المشاركة الشعبية في تحقيق التنمية المحلية في الجزائر
Résumé: تهدف هذه الدراسة إلى تسليط الضوء على موضوع المشاركة الشعبية كأحد دعائم التنمية المحلية وكضرورة لتحقيق اللامركزية وباعتبارها مؤشرا للحكم الجيد . حيث أن المشرع الجزائري اعترف للمواطن الجزائري بالحق في المشاركة في صنع القرار المحلي إلا ان هذا الاعتراف جاء دون الآليات المفعلة لهذه المشاركة حيث تم حصرها في مبدأي الإعلام و الاستشارة غير الملزمة. كما أن محدودية ثقافة المشاركة لدى المواطن الجزائري حالت دون تحقيق هذه الآليات لأهدافها . This study aims to clarify the subject of popular participation as the main pillar of local development, considering it as a necessity for effectiveness of the decentralization and an indicator of good governance. However, the Algerian legislator has tried to garantie to the citizens the right to participate in the local decision-making, but without all mechanisms of participation by limiting them in the principle of administrative information and consultative procedures. In addition, the culture of popular participation in Algeria remains limited, preventing the realization of an effective participation.
