قنوات الدبلوماسية الالكترونية : المزايا والمخاطر

Résumé: ملخص: شهد العالم ومنذ فترة ثورة رقمية ومعلوماتية مست جميع المجالات، إذ أصبح استخدام تكنولوجيا الإعلام والاتصال الحديثة بمختلف وسائطها الإعلامية والاتصالية الرقمية ضروري لكل الدول. واستجابة لهذا التطور التكنولوجي برزت الدبلوماسية الالكترونية كآلية جديدة لإدارة العلاقات الدولية وتطبيق القوة الذكية لتحقيق أهدافها الخارجية. وتختلف عن التقليدية في فواعلها وقنواتها، وكذا مزاياها التي قد تعادل مخاطرها. The world has seen a period of digital and information revolution that takes part in different work fields. So, the use of modern information and communication technology in its various digital media has become an imperative for all States. However, and in response to this technological development, new forms of diplomacy have emerged; it includes e-diplomacy as a new mechanism for managing international relations and an application’s area of smart power to achieve foreign policy objectives. This form of diplomacy differs from the traditional one in its actors, channels and its connection to social networks such as Twitter, Facebook, and YouTube as new professional tools for diplomats. This is what we will look at in this paper by introducing e-diplomacy and its channels, as a new form of modern diplomacy with its advantages and dangerous.
