الدبلوماسية في ظل ثورة الإعلام الرقمي: الفرص والمخاطر

Résumé: ملخص: في ظل العولمة وتطور المعلوماتية ووسائل الاتصال، تم تجاوز الحدود التقليدية للدولة، وذلك بعد أن أصبح هذا المجال ضامناً للتحكم في التفاعلات السياسية العالمية، خاصة بعد عجز الدول عن حماية شعوبها وأراضيها من التدفق المعلوماتي، الأمر الذي كان له تداعيات على دبلوماسية الدول ووسائلها، وخاصة القوى الكبرى، وذلك من خلال توظيف بعض الأدوات كوسيط في الإعلان المحلي والخارجي، والسعي للتواصل مع الجماهير والتأثير في آرائها في مختلف القضايا التي تؤثر بدورها على أدوار المؤسسات التقليدية وقنوات الاتصال الدولية. كما أصبحت شبكات الفضاء الإلكتروني، وروابط الأصدقاء متعددة الجنسيات، والمؤتمرات العالمية ، ومعسكرات الشباب أكثر أهمية في وصف العلاقات الدبلوماسية. الكلمات المفتاحية: الدبلوماسية، وسائل الإعلام، شبكات الفضاء الإلكتروني، القوى الكبرى. Abstract : With globalization and the information’s revolution, the world has transcended the traditional borders of the state. However, this field became a guarantor of controlling global political interactions, within the inability of states to protect their people and their region from the information flow, which had repercussions on Countries’ diplomacy, especially the major powers, by employing some tools as mediums in advertising locally and abroad, contacting the masses’ opinions on various issues, that effects the traditional institutions’ roles and international communication channels. Cyberspace networks, multinational ties of friends, and global conferences, youth camps have become more important in describing diplomatic relations.
