الديمقراطية التشاركية كآلية لبناء الثقة بين الإدارة المحلية والمواطن في الجزائر (2011-2020) : بلدية أولاد بن عبد القادر ولاية الشلف أنموذجا

Résumé: ساهمت التطورات الأخيرة على مستوى الجماعات المحلية في تغيير نمط تسييرها وإدارتها، حيث انصب الاهتمام على تطبيق الديمقراطية التشاركية المحلية لمعالجة أزمة التمثيل على مستوى مؤسسات الديمقراطية التمثيلية، والتي من مظاهرها انعدام الثقة بين الإدارة المحلية والمواطن وعزوف هذا الأخير عن المشاركة في العملية الانتخابية. وفي الجزائر، توفرت الإرادة السياسية لتطبيق المقاربة التشاركية في التسيير المحلي من خلال تجسيد برامج كبرنامج دعم قدرات الفواعل المحلية (كابدال) الذي يهدف إلى تأطير وتكوين الفواعل المحلية في البلديات النموذجية للمشاركة في صناعة القرار المحلي وبناء الثقة بين الإدارة المحلية وهذه الفواعل من خلال إشراكها واستشارتها في المسائل ذات الاهتمام المحلي لتحقيق ديمقراطية تشاركية وتنمية محلية. Recent developments at the level of local communities have contributed to changing their management and management style. Attention has been focused on applying local participatory democracy to address the crisis of representation at the level of representative democratic institutions, which is manifested by the lack of trust between the local administration and the citizen and the latter's reluctance to participate in the electoral process. In Algeria, the political will was available to implement the participatory approach in local management through the embodiment of programs such as the Capdal Capacity Support Program, which aims to frame and train local actors in model municipalities to participate in local decision-making and build trust between the local administration and these actors through their involvement and consultation. In matters of local concern to achieve participatory démocracy and local development.
