نتائج فشل الولايات المتحدة الأمريكية في إنشاء المحكمة الجنائية الدولية على الطريقة الأمريكية The Results Of The United States Of America’s Failure To Establish The International Criminal Court In The American Way

Résumé: سعت الإدارة الأمريكية جاهدة لإنشاء المحكمة الجنائية الدولية على الطريقة الأمريكية، وفقا لأهدافها الإستراتيجية وحماية لمصالحها بالدرجة الأولى، ولكن جهودها باءت بالفشل، لتركّز الولايات المتحدة الأمريكية على معارضة المحكمة الجنائية الدولية على مستوى هيئة الأمم المتحدة، والحرص على التفرد بالهيمنة العالمية، والاحتفاظ بموازين القوى، فمارست ضغوطات على مجلس الأمن لاستصدار قرارات تمنع المحكمة من متابعة مواطنيها، فضلا عن سنّها قوانين لحماية أفراد القوات المسلحة، واستغلالها للسلطة الممنوحة لمجلس الأمن بموجب نظام روما الأساسي، للتأثير على مجلس الأمن ليتبع سياسة الكيل بمكيالين في معالجته القضايا الدولية. The American administration strived to establish the International Criminal Court in the American way, that is in accordance with its strategic objectives and protecting its interests in the first place. However, its efforts were unsuccessful, so the United States of America focused its efforts on opposing the International Criminal Court at the United Nations’ level through ensuring its exclusive global dominance, and preserving the balance of powers. Therefore, it exercised pressure on the Security Council to issue decisions preventing the Court from pursuing its citizens, in addition to enacting laws to protect members of the armed forces, and its exploitation of the authority granted to the Security Council under the Rome Statute, to influence the Security Council to follow the policy of double standards in dealing with international issues.
