Résumé: الملخص: يعتبر النفط مصدرا ناضبا من مصادر الطاقة، لذا نجد غالبية الدول النفطية، و خاصة دول مجلس التعاون الخليجي أمام تحد كبير، يتجسد في مواجهة مشكلة عدم استقرار أسعار النفط، و ما قد تولده من فوائض مالية ضخمة، و ذلك من أجل إعادة النظر في استراتيجية إدارة تلك الفوائض بطريقة أكثر إنتاجية مما كان عليه الوضع خلال العقدين الماضيين؛ بحيث تكون هناك رؤية تنموية حقيقية. استعرضــنا من خــلال هذه الدراسة، التجربة السعودية متجسدة في صندوق الاستثمارات العامة و كيف أنها شهدت تطــوراً و تحولاً ارتبطا بالتحولات الاقتصادية، سواء على مستوى الاقتصاد السعودي و متطلباته التنموية أو على مستوى الاقتصاد العالمي. و قد خلصنا من خلال هذه الدراسة إلى تقديم بعض المقترحات حول مجالات الاستثمار التي يمكن أن ينشط فيها الصندوق خلال الفترة المقبلة، مع الأخذ في الحسبان التحولات التي يشهدها الاقتصاد العالمي و متطلبات الاقتصاد السعودي، من أجل تلافي المشكلات التي يمكن أن تعترضه. الكلمات المفتاحية: الصناديق السيادية ؛ الفوائض النفطية؛ صناديق الاستثمار؛ صندوق الاستثمارات العامة .
