إدارة الفوائض النفطية لتحقيق التنمية المستدامة من خلال صناديق الثروة السيادية –حالة الجزائر- Managing Oil Surpluses To Achieve Sustainable Development Through Sovereign Wealth Funds - Algeria

Résumé: الملخص: ظهرت صناديق الثروة السيادية لإدارة الفوائض المالية خاصة في الدول المصدرة للنفط، وقد ذاع صيتها وتطورت بشكل ملحوظ خاصة في العقد الأخير من الزمن. وتعد الجزائر من البلدان التي خاضت هذه التجربة، بإنشاء صندوق تثبيت –صندوق ضبط الموارد- عام 2000. وتهدف هذه الدراسة إلى ابراز دور صناديق الثروة السيادية في تحقيق التنمية المستدامة لاسيما في الجزائر، وقد توصلت إلى أن صناديق الادخار يمكن أن تساهم في تحقيق التنمية المستدامة من خلال تحقيق العدالة بين الأجيال وتنويع القاعدة الاقتصادية للدولة. كما أن الجزائر تعاني اليوم من أزمة خانقة في ظل انخفاض أسعار النفط منذ صيف 2014 بسبب اقتصار دور صندوق ضبط الموارد على تحقيق استقرار العائدات، ما يستدعي إعادة النظر في هيكلة وتسيير الصندوق. Abstract : Sovereign wealth funds have emerged to manage fiscal surpluses, particularly in oil-exporting countries, and have been well known and developed notably in the last decade. Algeria is one of the countries that experienced this experience with the establishment of a stabilization fund-the Resource Control fund- in 2000. This study aims to highlight the role of sovereign wealth funds in achieving sustainable development, particularly in Algeria, and has concluded that saving funds can contribute to the achievement of sustainable development through intergenerational equity and the diversification of the state's economic base. Algeria is also experiencing a suffocating crisis in the light of the decline in oil prices since the summer of 2014, owing to the limited role of the resource control fund that is the stabilization of revenues, which warrants a review of the structure and functioning of the Fund.
