إدارة الأزمة الوبائية في زمن كورونا( كوفيد 19 المستجد) وما بعدها، الواقع والمأمول في التجربة الجزائرية.

Résumé: هدف الدراسة: هو استقصاء درجة نجاح الحكومة الجزائرية في إدارة الأزمة الوبائية في ظل انتشار جائحة كورونا( كوفيد 19 المستجد) وما بعدها. تحقيقا لهذا المقصد العلمي استعانت الدراسة بالمنهج الوصفي التحليلي من خلال مراجعة وتحليل محتوى الأدب النظري والدراسات السابقة الخاصة بموضوع إدارة الأزمات بالخصوص المتعلق بالأزمات الصحية، بغية صياغة إطار للتفكير والتدقيق، لإرشاد الحكومة الجزائرية لتبني الإدارة السبّاقة المبادرة المعتمدة على التخطيط قبل حدوث الأزمات، وليس تبني الإدارة التي تنتظر وقوع الأزمات لتتعامل معها بمنطق رد الفعل. نتائج الدراسة: بالمجمل توصلت الدراسة إلى أن الحكومة الجزائرية عجزت حتى لا نقول أنها فشلت في إدارة وتسيير الأزمة الوبائية الناتجة عن جائحة كورونا( كوفيد 19 المستجد) وما بعدها، بسبب افتقارها لإدارة علمية ومهنية في إدارة مختلف الأزمات بما فيها الوبائية. الكلمات المفتاحية: الإدارة، الأزمة، إدارة الأزمة، الأزمة الوبائية، التجربة الجزائرية. Abstract : The aim of the study is to investigate the degree of success of the Algerian government in managing the epidemiological crisis in light of the spread of the Corona pandemic ( new covid 19 ) and its aftermath . In order to achieve this scientific objective ,the study used the descriptive analytical method by reviewing and analyzing the content of theoretical literature and previous studies on the issue of crisis management , in particular related to health crises , in order to formulate a framework for reflection and scrutiny that praised the Algerian government for adopting the administration that waits for crises to occur , and deal with it with the logic of reaction . The results of the study in general , the study concluded that the Algerian government was unable to even say that it had failed to manage and manage the epidemiological crisis resulting from the Corona pandemic ( new covid 19 ) and its aftermath due to its lack of scientific an professional management in managing various crises , including epidemiological ones .
