Résumé: This study aims to introduce the administrative reform as a strategy for total quality management in the organization. Through addressing the extent to which Biskra Cables Production company is applying the administrative reform as a strategy for total quality management. This study yield a number of important results: • For the administrative reform to take place there must be a support from the part of the political leadership, and the total administration of the organization. • There should be a regulatory culture that accepts change. • The administrative reform seeks to achieve the continuous improvements on the administrative level by following the suitable strategy; the total quality management seeks to achieve the profit and meet the client expectations in order to continue competition. • The total quality management in the organization seeks to provide quality requirements (material or human) along with periodical reforms to keep up with environmental changes whether interior or exterior.
