مشاركة الصندوق الوطني للسكن في التسيير المالي لمشاريع السكن الترقوي المدعم

Résumé: أزمة السكن في الجزائر متشعبة وأسبابها كثيرة ومتداخلة، ويبقى مشكل تمويل إنجاز المشاريع السكنية من أكبر المشاكل المؤثرة على رغبة الدولة في القضاء نهائيا على هذه الأزمة، وهو ما دفع بالقائمين على قطاع السكن بالبحث عن مصادر تمويل بعيدا عن الخزينة العمومية، كتبني فكرة إشراك المقتنين في عملية تمويل إنجاز المشاريع السكن. تم تجسيد هذه الفكرة بإطلاق صيغة السكن الاجتماعي التساهمي، ثم صيغة السكن الترقوي المدعم، إلا أن النصوص القانونية المنظمة لهذه الصيغة لم تتمكن من ضبط عملية التمويل، وسمحت بظهور ثغرات قانونية استغلت من طرف المرقين العقاريين في اختلاس ونهب الأموال المخصصة للمشاريع دون تجسيد للكثير منها على أرض الواقع. وكحل لهذا الفراغ القانوني تم تجميد صيغة السكن الترقوي المدعم الأولى وتعويضها بصيغة جديدة سميت بالترقوي المدعم-2، وجعلت من الصندوق الوطني للسكن مركزا لتجميع الموارد المالية الخاصة بهذه المشاريع. الكلمات المفتاحية: التمويل؛ السكن الترقوي المدعم؛ الصندوق الوطني للسكن؛ إعانات الدولة؛ القروض العقارية. Abstract: The housing crisis in Algeria is popular and its reasons are many and overlapping, still the problem of financing those completion of residental projects remains as one of the biggest problems affecting the country intention to eliminate this crisis completly. Which made the leaders of the housing sector seeking for funding resources far away from the public treasury, in order to build the idea of involving the acquirers in the process of financing the completion of projects. This idea was embodied by launching the social housing formula, then the formula of supported housing. However the legal organized texts govering this formula have not been able to control this financing process, and permitted the emergence of legal loopholes exploited by the property inspectors in the embezzelment and looting funds allocated to the projects without embodying many of them on the real ground. As a solution to these legal spaces, the first « LPA » formula was frozen and compensated in a new format « LPA-2 » , and made the national housing fund a center for pooling the financial resources of these projects.
