دور صيغة السكن الترقوي المدعم في الاستجابة لآمال وطموحات الطبقة المتوسطة

Résumé: لقد اعتمدت الدولة الجزائرية مبدأ تنويع الصيغ السكنية لهدف الوصول لكل الطبقات الاجتماعية للمجتمع الجزائري على اختلاف مستوياتهم وهذا بغية الخروج من النمطية والنموذجية الموحدة للسكن في محاولة من السلطات العمومية تحقيق التوازن بين مختلف جهات الوطن وكذا بين الريف والمدينة، ولعله من بين الأسباب التي جعلت الدولة تطور صيغة السكن الترقوي المدعم سنة 2018، كما تتوزع أهم الصيغ الأخرى بين العمومي الإيجاري (الاجتماعي)، الاجتماعي التساهمي، الترقوي المدعم بصيغتيه الأولى والثانية، البيع بالإيجار(عدل)، التطوري ، الريفي الخ.. إن السكن الترقوي المدعم يجمع بين مبدأ الترقية العقارية ومبدأ التدعيم المالي من طرف الدولة وهو ما يميزه عن صيغة الترقوي الحر، كما أن الدعم المالي يجعل منه موجه للطبقة المتوسطة من المجتمع، بحيث يقوم على مبدأ التشاركية ومساهمة عدة أطراف في تمويله في محاولة من الدولة الانسحاب التدريجي من حيث احتكار عملية إنتاج السكن بهدف ضمان تجسيد مختلف مشاريع السكن الترقوي المدعم ضمن الآجال المحددة وبنوعية جيدة وهذا بهدف الوصول لأغلب العائلات الجزائرية المكونة للطبقة الوسطى. The Algerian state has adopted the principle of diversifying housing options to reach all social classes within Algerian society, regardless of their levels. This is aimed at moving away from the uniformity and standardization of housing, in an attempt by public authorities to achieve balance between different regions of the country, as well as between rural and urban areas. One of the reasons that led the state to develop the supported housing formula in 2018 is this goal. The main other housing options include public rental (social), social cooperative, supported housing in its first and second forms, sale with lease (ADL), developmental, rural, and others. The subsidized housing program combines the principle of real estate promotion with the principle of financial support from the state, which distinguishes it from the free housing model. Additionally, the financial support makes it aimed at the middle class of society, as it is based on the principle of partnership and the contribution of several parties in its financing. This is an attempt by the state to gradually withdraw from monopolizing the housing production process in order to ensure the realization of various subsidized housing projects within the specified timelines and with good quality, aiming to reach most Algerian families that make up the middle class.
