Résumé: تعتبر ترقية المرفق العام كأحد أهم الإيستراتجيات المتبعة لترشيد الخدمة العمومية وتقريب الإدارة من المواطن, خاصة وأن عملية ترقية المرافق العامة توفر الكثير من فرص النجاح والوضوح والدقة والشفافية في تقديم الخدمات العمومية ، وهو ما يمثل ثورة تحول ونقلة نوعية في نموذج الخدمة العمومية ،بحيث حولنا في الدراسة تقديم خصائص هذه الخدمة الجديدة أي ترقية المرافق العامة من خلال عرض الإمكانيات التي تتيحها للمرافق العمومية المقدمة من طرفها وتحسين عملية الاتصال مع المواطنين ،إضافة إلى ذلك إبراز أهم المعوقات التي يمكن أن تعترض فكرة ترقية المرافق العامة في الجزائر بصفة خاصة.Considered as the upgrade of the year of installation as one of the most important strategies in place for streamlining service cousins and bring insidious citizen, especially as the process of upgrading Public facilities offer a lot of opportunities for success, clarity, precision and transparency in the delivery of public services, which represents a revolutionary change and a leap forward in the public service model, so that around us, Study provide the characteristics of this new service through the presentation of the possibilities offered by the public institutions provided by its end, which improve the communication process with the citizens, and highlight the most important obstacles that could The idea of their application in Algeria in particular.
