Résumé: ملخص: يسعى هذا المقال للبحث في إشكالية محوية تتعلق بتحديد مرتكزات آليات الحكومة المفتوحة ودورها في ضمان ممارسة الحق في النفاذ إلى المعلومة، من زاوية العلاقة بين الإدارة والمواطن، بهدف مكافحة الفساد الإداري، في جو من الشفافية وعبر المقاربة التشاركية، من خلال دراسة واقع الحكومة الإلكترونية في الجزائر كمؤشر لقياس متطلبات الحكومة المفتوحة، ومدى تجسيدها لهذا الحق، وقد اعتمدنا على المنهج الوصفي التحليلي لتسليط الضوء على مرتكزات تلك الحكومة وكيفية عملها لتحقيق الحق في النفاذ، وتوصلت نتائجه إلى أن: تكريس سياسة الانفتاح في الجزائر وإعادة الثقة بين المواطن والإدارة في مجال الحصول على المعلومة لا تتم إلا بتفعيل الحق في النفاذ إلى المعلومة عبر مقاربة تشاركية ذات نهج قانوني. Abstract: This article seeks to examine a systemic problem relating to the identification of the foundations of open government mechanisms and their role in ensuring the exercise of the right to access information, from the point of view of the relationship between administration and citizens, with a view to combating administrative corruption, in a transparent manner and through a participatory approach, by examining the reality of e-government in Algeria as an indicator of the requirements of open government and the extent to which it reflects this right, and we have adopted on descriptive analytical method to highlight the foundations of that Government and how it works to achieve the right to access, among Its findings, The policy of openness in Algeria and the restoration of trust between citizens and the administration in obtaining information can only be established by giving effect to the right to access information through a participatory approach with a legal approach.
