الحكومة المفتوحة آلية إشراك المواطن في صنع السياسات العامة - نموذج بحيرة نس -

Résumé: تهدف هذه الدراسة إلى التعرف على مفهوم الحكومة المفتوحة، كمقاربة طورتها الأمم المتحدة والأجهزة التابعة لها بغرض الاستفادة من تكنولوجيا المعلومات والاتصالات من أجل تسهيل مشاركة المواطنين في عملية صنع السياسات. ويتم ذلك عن طريق السماح للمواطنين بالوصول إلى المعلومة الرسمية ومن ثم التفاعل معها تحقيقا لمبادئ الشفافية والمساءلة وتحقيقا للتشاركية، ومن ثمة التعرف على"نموذج بحيرة نس" كإطار عمل لتحقيق أهداف الحكومة المفتوحة، الذي يعتمد على تأثير تكنولوجيا المعلومات والاتصالات في تقليص الفجوة بين الحكومة والمواطنين، ومن ثم تحقيق مشاركة المواطنين وتعاونهم في التسيير. The aim of the study is to identify the concept of open government, such as an approach developed by the United Nations and its organs, with a view to utilizing ICT in order to facilitate citizens' participation in the policy-making process. This is done by allowing citizens to access and then interact with official information in the interests of transparency and accountability and for participatory purposes, The Loch Ness model is thus recognized as a framework for achieving the goals of open government, which relies on the impact of ICT on reducing the gap between government and citizens, thus achieving citizens' participation and cooperation in governance.
