مساهمة تحويل الأموال عن طريق الهاتف المحمول في إرساء الشمول المالي: تجربة كينيا ومحاولة الاستفادة منها في الجزائر

Résumé: هدفت الدراسة إلى إبراز أهمية استخدام الابتكارات المصرفية الإلكترونية، المتمثلة في تحويل الأموال عن طريق الهاتف المحمول، في تعزيز وصول الخدمات المالية إلى المناطق المعزولة والنائية، مع عرض تجربة ناجحة في هذا المجال ممثلة في دولة كينيا، ومحاولة الاستفادة منها في الجزائر. وتمّ استخدام المنهج الوصفي التحليلي، من خلال ثلاثة محاور أحدها يتعلق بالجانب التطبيقي، وتوصلت الدراسة، إلى أن تحويل الأموال عن طريق الهاتف المحمول، يساهم في تعزيز الشمول المالي، من خلال وصول الخدمات المالية إلى الفئات المستبعدة ماليا، وما يبرّر هذا، هو نجاح التجربة الكينية في ذلك، من خلال استخدام منصة"M-PESA"، التي تم إطلاقها من طرف أكبر متعاملي الهاتف المحمول في البلاد، مما جعلنا نقترح أن تستفيد الجزائر من هذه التجربة، وتستغل الانتشار الواسع للهواتف الذكية وتحاول توظيفها في القطاع المالي. The study aimed to highlight the importance of using the transfer of funds via mobile phone, in enhancing financial services access to isolated and remote areas, while presenting a successful experience in this field represented in Kenya, with Try to benefit from it in Algeria. The descriptive analytical approach was used through four axes, one of which relates to the applied aspect. The study found that money transfer via mobile phone contributes to enhancing financial inclusion, by reaching financial services to groups who are financially excluded, and what is justified is the success The Kenyan experience in this, through the use of the "M-PESA" platform, which was launched by the largest mobile phone operators in the country, which made us suggest that Algeria benefit from this experience, and take advantage of the wide spread of smart phones and try to employ it in the financial sector.
