تحقيق البعد البيئي المستدام في عملية تدوير النفايات الإلكترونية

Résumé: تهدف هاته الورقة البحثية في المقام إلى تسليط الضوء على ما يُنذِر به التخلص العشوائي من النفايات الإلكترونية من تهديد خطير للأمن البيئي. وهو ما حفز العديد من الدول إلى دق ناقوس الخطر في لفتات تشريعية لتنظيم عملية التخلص الآمن والصحي من هذا النوع من النفايات الخطرة، من خلال عدّة طرق لعل من أهمها اعتماد تقنيات إعادة التدوير. وهي الخطة التي تبناها المشرع الجزائري لحماية البيئة وصحة مكوناتها من أضرار التلوث الإلكتروني. إنّ أهمية هاته الدراسة تصبو إلى البحث عن مدى توافر البعد البيئي المستدام في عملية تدوير النفايات الإلكترونية، من خلال تقييم الاستراتيجية التشريعية والمؤسساتية للتجربة الجزائرية في هذا المجال. This paper aims primarily to shed light on the serious threat to environmental security that random disposal of e-waste threatens. This prompted many countries to sound the alarm in legislative gestures to regulate the process of safe and healthy disposal of this type of hazardous waste, through several methods, perhaps the most important of which is the adoption of recycling techniques. It is the plan adopted by the Algerian legislator to protect the environment and the health of its components from the damages of electronic pollution. The importance of this study aims to search for the availability of a sustainable environmental dimension in the e-waste recycling process, by evaluating the legislative and institutional strategy of the Algerian experience in this field.
