Résumé: يضمن التشريع الجزائري الاستقلالية المالية للجماعات المحلية ويحملها تحقيق التنمية، من خلال المهام والصلاحيات المخولة لها، لكن واقع الأمر يبدو غير ذلك بالنظر إلى محدودية هذه الاستقلالية وتبعيتها للسلطة المركزية، ناهيك عن العجز المالي المزمن الذي تعاني منه الجماعات المحلية والذي أثر ويؤثر بشكل مباشر على إعداد وتجسيد المشاريع التنموية المحلية. ومنه جاءت هذه المعالجة العلمية لتسليط الضوء على مصادر تمويل الجماعات المحلية وحدود استقلاليتها ومن تم انعكاسها على تحقيق التنمية المحلية والتحديات التي تواجهها، ومن جهة أخرى البحث عن الأساليب غير التقليدية للتمويل المحلي وعدم الاكتفاء بالإيرادات المركزية وهذا هو الهدف الأساسي للدراسة، أي الانتقال من عامل الاتكالية إلى تحرير المبادرات المحلية التي تخلق الثروة وتحقق الاستقلالية المالية المحلية، ومنها التنمية. Algerian legislation guarantees the financial autonomy of local communities and holds it responsible for development, through the tasks and powers vested in them. In reality, however, it seems otherwise seeing the limitations of this independence and their dependence on the central authority, not to mention the chronic financial deficit of local communities, which directly affect the identification, preparation and embodiment of local development projects. This scientific treatment came to highlight the funding sources of local communities and the limits of their independence and its reflect on the achievement of local development and the challenges it faces, and on the other hand to search for non-traditional methods of local financing and not only depending on the central revenues and this is the main objective of the study, Which is the transition from the dependency factor To liberalize local initiatives that create wealth and achieve local financial independence, including development
