دراسة قياسية لأثر التحرير المالي على السياسة المالية في الجزائر(1990-2017).

Résumé: ملخص: تهدف هذه الدراسة إلى إبراز أثر التحرير المالي على السياسة المالية في الجزائر في الفترة (1990-2017) ذلك من خلال تقدير العلاقة بين مؤشرات التحرير المالي والسياسة المالية بدلالة الإنفاق العام. وحسب نموذجARDL فإن إجمالي الإنفاق العام في الأجل الطويل يرتبط إيجابيا بالكتلة النقدية، وسلبيا مع كل من الاستثمار الأجنبي المباشر والانفتاح التجاري، ويرتبط في الأجل القصير سلبيا بالانفتاح التجاري،بالنتيجة الجزائر تعرف سياسة مالية انكماشية بسبب ضعف حرية التجارة الخارجية والاستثمارات الأجنبية، والتأثير الايجابي على الإنفاق العام يقتصر على الكتلة النقدية ، لذلك من المهم على الجزائر تحرير أكثر للتجارة الخارجية والاستثمارات الأجنبية، لتفعيل دورهما الإيجابي في تحقيق سياسة مالية توسعية. :Abstract The objective of this study is to highlight the impact of the financial liberalization on fiscal policy in Algeria in the period (1990-2017), by .estimating the relationship between financial liberalization indicators and fiscal policy In terms of public expenditure According to the ARDL model, public expenditure in the long-term is positively correlated with the monetary mass, and is negatively correlated with trade openness. As a result, Algeria is characterized by a contractionary fiscal policy due to weakness foreign trade freedom and foreign investment. And the monetary mass is the only factor that has a positive impact on public expenditure. It is therefore ..important for Algeria to liberalize foreign trade and foreign investments to activate their positive role in achieving an expansionary fiscal policy
