إستراتيجيات الإمارات العربية المتحدة للتحول إلى الحكومة الذكية -الدروس المستخلصة بالنسبة للجزائر-
Résumé: تهدف هذه الورقة البحثية إلى التعرف على الحكومة الذكية في دولة الإمارات العربية المتحدة، والتي أعلنت عن الانطلاق في مبادرة حكومة الإمارات الذكية سنة 2013، من خلال تحليل لمراحل نضجها وتطورها وعرض ومناقشة مختلف الإستراتيجيات التي تبنتها في سبيل تحويل الخدمات الإلكترونية إلى خدمات ذكية، واستخلاص الدروس المستفادة بالنسبة للجزائر. لغرض تحقيق أهداف الدراسة، تم الاعتماد على المنهج الوصفي التحليلي المناسب لطبيعة الموضوع، ولقد توصلت الدراسة إلى مجموعة نتائج أهمها أن الحكومة الذكية هي امتداد للحكومة الإلكترونية، كما بينت أن مختلف المبادرات التي انتهجتها دولة الإمارات العربية المتحدة ساهمت في تسريع وتيرة التحول الذكي. The aim of this paper is to identify the smart government in the United Arab Emirates, which announced to start in smart government initiative in 2013, Through an analysis of the stages of its development, in addition presenting and discussing the various strategies adopted in order to transform e-services into smart services, and conclud the lessons learned for Algeria. To achieve the objectives of the study, we used the descriptive analytical approach, according to the results ; the smart government is an extension of the e-government , and also shown that the initiatives pursued by the United Arab Emirates contributed to accelerate the pace of smart transformation.
