تجربة دولة الإمارات العربية المتحدة في التحول من الحوكمة الإلكترونية إلى الحوكمة الذكية

Résumé: تهدف هذه المداخلة للوقوف على أهم ما يميز التجربة الرائدة لدولة الإمارات العربية المتحدة في التحول من الحوكمة الإلكترونية إلى الحوكمة الذكية، و التي من خصائصها توفير الخدمات الحكومية بكفاءة عالية من أي مكان وفي أي وقت، عبر أدوات ذكية مثل تطبيقات الهاتف المحمول وغيرها من الأجهزة الذكية، وسريعة وشفافة في معاملاتها وإجراءاتها وتستجيب بسرعة لمختلف المتغيرات المحيطة بالهيئات الحكومية. لقد مكنت هذه التجربة الناجحة من تبوء دولة الإمارات لمراتب متقدمة بين دول العالم حسب التقارير الصادرة عن الأمم المتحدة والخاصة بتقييم تطور الحكومة الإلكترونية في دول العالم . This intervention aims to identify the most important characteristic of the pioneering experience of the United Arab Emirates in the transformation from e-government to smart government, which is characterized by the provision of government services with high efficiency from anywhere and at any time, through smart tools such as mobile applications and other devices. Smart, fast and transparent in its transactions and procedures and respond quickly to the various variables surrounding government agencies. This successful experience has enabled the UAE to reach advanced ranks among the countries of the world, according to the reports issued by the United Nations on assessing the development of e-government in the countries of the world
