الاقتصاد الخفي أسبابه وأثره على المؤشرات الاقتصادية الكلية - الجزائر نموذجا -

Résumé: ملخص: يعتبر الاقتصاد الخفي ظاهرة منتشرة في جميع البلدان المتقدمة والنامية، حيث عرف بعظم حجم ومستوى نمو أنشطته، لذا تعددت مفاهيمه لدى الاقتصاديين بسبب تعدد أنشطته من جهة، واختلاف وجهة التحليل لديهم من جهة ثانية، فينظر إليه من منظور الحسابات الوطنية، وأخرى من منظور التهرب الضريبي. بالإضافة إلى تعدد أسباب نمو أنشطته كارتفاع مستوى الضرائب، الفساد الإداري ... إلخ. بالإضافة إلى الآثار الناجمة عن الاقتصاد الخفي على بعض المؤشرات الاقتصادية الكلية، كالأثر على الناتج الداخلي الخام، الحصيلة الضريبية، والموازنة العامة، التشغيل الكلي ... الخ. لذلك يتطلب من القائمين على السياسات الاقتصادية تشخيص هذه الأسباب والآثار ليتمكنوا من التحكم في هذه الظاهرة، لكي لا يتوسع وينمو لفترة طويلة على حساب النشاطات الرسمية. Abstract: The Black market is a widespread phenomenon in all developed and developing countries, it has been known by its size and level of growth. . In this reasons there were many concepts according to the economists because of the multiplicity of its activities, and the difference in their analysis, so it is viewed from the perspective of national accounts, and in view of perspective of Tax noncompliance. The Black market is due to the high taxes, administrative corruption, etc… In addition to the effects result to the Black market on some macroeconomic indicators, such as the impact on the Gross Domestic Product, the tax revenue, the budget, the level of employment, etc... It is therefore necessary for economic policy makers to identify these causes and effects so that they can control this phenomenon, in order to not spread and grow for a long time on depend on official activities.
