نظام الحصص كإستراتيجية لدعم تمكين المرأة من المشاركة في الحياة السياسية بالجزائر

Résumé: تسير وتيرة تمكين المرأة من المشاركة في الحياة السياسية في الآونة الأخيرة سواءا محليا أو إقليميا أو دوليا ، بمنحى متزايد ضمن سلم اهتمامات الدوائر السياسية و إتجاهات الرأي العام المختلفة ، فأصبح مؤشرا لدلالة على تقدم الدول وتفعيل الديمقراطية التشاركية، خاصة مع ازدياد حركات حقوق الإنسان في دول العالم، والدول العربية. و كإستراتيجية سياسية لتمكين المرأة ظهرت الكوتا النسائية على أساس النوع الاجتماعي كواحدة من لإصلاحات السياسية الرئيسية خلال العقديين الماضيين،حيث تم تقديمها في أكثر من 130 دولة في العالم،والجزائر هي واحدة من الدول القليلة في المنطقة العربية، التي تطبق الكوتا النسائية كآلية تستخدم لتعزيز التمثيل النسوي في المشاركة السياسية، وهي موجودة بأحجام وأشكال مختلفة تتراوح من حصص الأحزاب الطوعية على قوانين الحصص الرسمية المعمول بها في العديد من البرلمانات، وسعت الجزائر لتجسيد ذلك على أرض الواقع من خلال أسس دستورية والقوانين التشريعية، مستندة في تحقيق ذلك على المصادقة على أهم المعاهدات والمواثيق الإقليمية والدولية التي تكفل حق المساواة بين المرأة والرجل تدعم تمثيلها في الحياة السياسية. Abstract: The pace of women's empowerment to participate in political life, whether at local, regional or international level, is moving in an increasing direction within the hierarchy of interests of political circles and various tendencies of public opinion. And it has become an indication of the progress of countries and the activation of participatory democracy, especially with the growth of human rights movements in countries of the world and Arab countries. As a political strategy for women's empowerment, a quota has emerged as one of the main political reforms over the past two decades, as it has been introduced in over 130 countries around the world, and Algeria is one of the few countries in the Arab region to apply the quota for women as a mechanism used to improve representation, Feminist political participation comes in various forms and Algeria has sought to embody it on the ground through constitutional foundations and legislative laws, based to achieve this on the ratification of the most important charters. Regional and international organizations which guarantee the right to equality between women and men support their representation in political life.
