واقع الجماعات المحلية في ظل الوصاية الإدارية

Résumé: من أهم مقومات نظام اللامركزية الإدارية، وجود هيئات إقليمية على المستوى المحلي يُعترف لها بالشخصية المعنوية والاستقلالية عن السلطة المركزية إلاّ أن ذلك لا يعفي خضوعها للرقابة في إطار ما يُعرف بالوصاية الإدارية. لذا فالغاية من هذه الورقة البحثية إظهار واقع الجماعات المحلية في ظل تطبيق أحكام الوصاية الإدارية التي انعكست على أعمالها ومصير أعضائها وحتى هياكلها الأمر الذي أثر في أدائها على المستوى المحلي. Abstract: One of the most important components of the system of administrative decentralization is the presence of regional bodies at the local level, which are recognized as the legal personality and independence from the central authority, but this does not excuse their control under a framework known as administrative guardianship. Therefore, the purpose of this research paper is to show the reality of local communities by applying the provisions of administrative guardianship that were reflected in their actions, the fate of their members and even their structures, which affected their performance at the local level.
