Résumé: ملخص استلزمت مقاربة الحوكمة الرشيدة على مستوى الجماعات المحلية إدماج الفاعلين المحليين في التنمية المحلية وإزالة العوائق بين القطاع العام والخاص على مختلف مستويات اتخاذ القرار الجماعي، مما يسمح لهذه الفواعل بالمساهمة الفاعلة في إرساء قواعد متينة للحكم الراشد المحلي. وقد ساعد اتجاه الإدارة الحديثة نحو الحكم الراشد في تعزيز وبلورة الحكم المحلي، ليؤكد على ضرورة الانتقال بإدارة الجماعات المحلية من الحالة التقليدية، التي تتسم بالانعزال عن المواطنين والتقيد بالعمليات الإدارية، إلى الحالة الأكثر تفاعلا وتكاملا مع تعزيز دور الجماعات المحلية. ووفق هذا السياق حول البحث تحليل مفهوم الحكم الراشد ومدى تعميقه لأدوار المجتمع المدني والقطاع الخاص، مع محاولة ابراز دور الحوكمة المحلية في تعزير التشاركية على مستوى الجماعات المحلية. الكلمات المفتاحية: الحوكمة الرشيدة، الجماعات المحلية، المجتمع المدني، الديموقراطية التشاركية، القطاع الخاص. Abstract A good governance approach at the local communities’ level necessitated the integration of local actors in local development and the removal of obstacles between the public and private sectors at the various levels of collective decision-making, this allows these actors to contribute effectively to establishing solid foundations for local good governance. The trend of modern administration towards good governance helped in strengthening and crystallizing local government, to emphasize the need to move the administration of Local Communities from the traditional situation, which is characterized by isolation from citizens and adherence to administrative processes, to the most interactive and integrated situation with the strengthening of the role of local communities. According to this context, the research analyzes the concept of good governance and the extent of its deepening of the roles of civil society and the private sector, while trying to highlight the role of local governance in promoting participatory at the level of local communities.
