اثر الإنفاق الحكومي على التضخم "دراسة قياسية لدول شمال إفريقيا للفترة 2000-2016"

Résumé: هدفت هذه الورقة البحثية إلى دراسة أثر الإنفاق الحكومي على التضخم في دول شمال إفريقيا الأربعة المتمثلة في الجزائر، تونس، مصر والمغرب، وقد استخدمت الدراسة أساليب النمذجة القياسية، حيث تم تطبيق نماذج بيانات السلاسل الزمنية المقطعية Panel Data على سلسلة زمنية سنوية لكل من الإنفاق الحكومي مقدر بالقيم الحقيقية ومعدل التضخم الخاص بمؤشر الأسعار الاستهلاكية CPI خلال الفترة(2000-2016)، سلسلة البيانات التي اعتمدنا عليها أخذت من قاعدة بيانات البنك الدول WDI. وقد توصلت هذه الدراسة إلى أن الإنفاق الحكومي أثر طرديا على التضخم في الدول محل الدراسة، أي أن السياسات الإنفاقية التوسعية تضغط على الأسعار نحو الارتفاع وتغذي ظاهرة التضخم، ويفسر ذلك بأن الإنفاق الحكومي شجع الطلب على السلع والخدمات النهائية الاستهلاكية أكثر من الطلب على السلع الإنتاجية خلال فترة الدراسة، كما أظهرت النتائج أن حجم ظاهرة التضخم متفاوت في دول شمال إفريقيا، حيث تتفاقم ظاهرة التضخم بحدة أكثر في كل من تونس ومصر مقارنة بالجزائر والمغرب. Absract: This paper aimed to study the impact of government expenditure on inflation in the four North African Countries: Algeria, Tunisia, Egypt and Morocco. The study used standard modeling techniques, where the time series data models were applied to an annual time series for government expenditure estimated in real terms and CPI inflation rate during the period (2000-2016), and the adopted series of data was taken from the WDI Country Database. This study concluded that the government spending has a direct impact on inflation in the countries under study, due to the applied expansionary spending policies which pushed prices higher and fed inflation. This can be explained by the government spending which encouraged demand for consumer goods and services more than demand for productive goods. Furthermore, the results showed that the inflation rate is disparate in the North African Countries during the period of study, where it was more severe in Tunisia and Egypt compared with Algeria and Morocco.
