دور المجالس المنتخبة في تحقيق التنمية المحلية

Résumé: ملخص : يتمثل دور المجالس المنتخبة في تحقيق التنمية، لتطوير المجالات الاقتصادية والسياسية والإدارية والاجتماعية والثقافية والبيئية. والانتقال بها إلى أفضل حال، وبذلك تعمل على تحقيق وتوفير الحاجات المحلية والسعي لمشاركة المواطنين في رسم سياسة المجتمع بإعداد مخططات محلية للتنمية. إلا أن المجالس المنتخبة تواجه عراقيل تحد من تحقيق مخططاتها وتؤثر سلبا على أدائها. تتمثل هذه العراقيل أساساً في علاقاتها بالسلطة المركزية، وفي الرقابة على ميزانية البلدية وعلى خطط التنمية والمشاريع، وفي محدودية التمويل المحلي. The role of the elected councils in achieving development, for the development of the economic and political fields, administrative, social, cultural and environmental. And moving them to the best case , and it works to achieve and the provision of local needs and the pursuit of citizen participation in the formulation of policy community to prepare local development plans. However, the elected councils facing obstacles challenge of achieving their plans and adversely affect its performance. These obstacles are mainly in their relations with the central authority, and in the control of the municipal budget and development plans and projects, and hinted to me in the limited funding.
