دور الرقمنة في تكريس جودة الخدمات العمومية العمرانية

Résumé: إن عصرنة قطاع العمران على غرار بقية القطاعات في الجزائر ساهمت إلى حد كبير في تحسين الخدمات العمومية العمرانية والحفاظ على النسيج العمراني والحد من المخالفات العمرانية، من خلال قواعد المعطيات الرقمية ونظام البطاقية الوطنية لعقود التعمير والمخالفات المتعلقة بها، التي ساهمت في مد يد العون لسلطات الضبط الإداري العمراني والأعوان المؤهلين في متابعة ومراقبة النشاطات العمرانية، وقد توصلت الدراسة الى العديد من النتائج أهمها ضرورة إخضاع الاعوان العموميين العاملين في الأنظمة الرقمية في قطاع العمران للتكوين والتأهيل المناسبين للتمكن من تمكين المواطن من الانتفاع من الخدمات العمومية العمرانية ووضح حد لكل مخالفة عمرانية تم رصدها في المنصات الرقمية. Abstract: The modernization of the urban sector, like the rest of the sectors in Algeria, has greatly contributed to improving urban public services, preserving the urban fabric and limiting urban violations, through digital databases and the national card system for construction contracts and related violations, which contributed to extending a helping hand to the controlling authorities. The urban administrator and qualified agents in the follow-up and control of urban activities, and the study reached several results, the most important of which is the necessity of subjecting public agents working in digital systems in the urban sector to the appropriate training and qualification to enable citizens to benefit from urban public services and to clarify an end to each urban violation that was monitored in digital platforms.
