تفعيل دور المجتمع المدني من خلال التعديل الدستوري لسنة 2020

Résumé: اهتم التعديل الدستوري لسنة 2020 بالحقوق الأساسية والحريات العامة وكذلك بالمجتمع المدني، حيث جاء ذكره لأول مرة في الدستور في الديباجة وضمن خمسة مواد منه في محاولة لتفعيل دوره على المستويين المحلي والوطني، وذلك بإشراكه في تسيير الشؤون العمومية للمواطن إلى جانب الهيئات اللامركزية الإقليمية، وتشجيع الديمقراطية التشاركية من خلاله على المستوى المحلي، وبإحداث المرصد الوطني كهيئة وطنية تعمل على ترقية وتفعيل دوره على المستوى الوطني. The constitutional amendment in November 2000 concerned fundamental rights and public freedoms as well as civil society. It is mentioned for the first time in the preamble and within five articles of the Constitution in an effort to give effect to its role at the local and national levels. By engaging in the management of citizens' public affairs alongside decentralized regional bodies, and by promoting participatory democracy through it at the local level, The establishment of the National Observatory as a national body to promote and strengthen its role at the national level.
