إستراتيجية حلف الشمال الأطلسي في مواجهة الإرهاب الدولي في المتوسط

Résumé: تهدف الدراسة إلى البحث في تطوّر دور منظمة حلف الناتو أو ما يصطلح عليه دلالةً بحلف شمال الأطلسي في حوض المتوسط، باعتبار أن المنطقة أصبحت الملاذ الآمن للعديد من التهديدات الأمنية اللاتماثلية التي ظهرت بعد الحرب الباردة، وعلى رأسها تهديد الجماعات الإرهابية وبأخص الذكر بعد 11 سبتمبر 2001، والتي باتت تعتبر المحرك الرئيس لسياسات القوى الكبرى وفي مقدمتها الولايات المتحدة الأمريكية والإتحاد الأوروبي. كما تهدف الدراسة إلى الكشف عن مختلف الآليات والإستراتجيات المتخذة في إطار الحلف لمواجهة خطر الجماعات الإرهابية المتنامي. وبعد الوصف والتحليل، توصّلت الدراسة إلى أن مَهمة حلف الناتو لم تبقى أمنيةً عسكريةً، وإنما اكتسبت أبعاداً سياسيةً وحتى اقتصاديةً واجتماعيةً، وذلك انطلاقاً من ضرورة الربط بين ما هو أمني وما هو سياسي في منطقة المتوسط، حيث قامت المنظمة بتطوير هياكلها وتوسيع أهدافها وسياساتها بهدف القضاء على مصادر هذه التهديدات الأمنية الإرهابية الجديدة لدعم الأمن والتعاون في المنطقة. This study’s role is to investigate the evolution of the North Atlantic Treaty Organization in the Mediterranean, considering that the region has become a safe refuge for many asymmetric security threats that appeared after the Cold War, principally, the threat of terrorist groups after the 9/11 attacks. The study reveals also the various strategies taken within the framework of NATO to confront these groups. After description and analysis, the study concluded that Nato’s mission is no longer military, but it acquired political, economic and social dimensions on the basis of the necessity to link between political field in the Mediterranean Region to what it is security. As a result, the alliance has developed its own institutional structures and expanded its objectives to eliminate the sources of the asymmetric terrorist threats to support security and cooperation in the region.
