معضلة الهجرة غير الشرعية بين الأطر المفاهيمية والمقاربات النظرية The Dilemma Of Illegal Immigration Between Conceptual Frameworks And Theoretical Approaches

Résumé: باتت الهجرة الغير شرعية أحد المشكلات العالمية المؤرقة في الوقت الراهن، فما كان في السابق مصدر قلق نسبي للوحدات الدولية المتجاورة إقليميا أصبح الآن مادة إعلامية لدى الصحف والمجلات والتلفزيونات العالمية وأصبحت تؤرق صناع القرار لدى الدول التي تشهد توافد أعداد هائلة من المهاجرين الغير شرعيين مما استوجب وضع السياسات الكفيلة بحل تلك المعضلة المعقدة والتعامل معها وفق رؤية استراتيجية صحيحة وموضوعية تبنى على أساس من التفكير والتخطيط الاستراتيجيين من قبل صناع القرار. وقد أجمعت أغلب الدراسات والنقاشات الموضوعية من قبل الدارسين والمهتمين بقضايا الهجرة الغير شرعية بأن هذا الموضوع يدخل في إطار أحد المشاكل الدولية المعقدة والتي تسير في شكل تصاعدي يوما بعد يوم لتكون بذلك أحد أهم القضايا الأساسية والجوهرية التي باتت موضوع نقاش عميق بين المهتمين من الدارسين والأكاديميين وكذا صناع القرار الدوليين لأجل إيجاد الحلول المناسبة لها .لذا جاءت هذه الورقة البحثية لتسلط الضوء على مختلف العوامل المتحكمة بشكل أساسي في هذه الظاهرة القديمة المتجددة مثل العوامل المتعلقة بالجانب التاريخي وأخرى متعلقة بالجانب الهيكلي المعقد لتلك. Abstract: Illegal immigration has become one of the most alarming global problems at the present time. What was previously a source of relative concern to the international units adjacent regionally has now become a media material for international newspapers, magazines and televisions and has become a headache for decision-makers in countries that witness the influx of huge numbers of illegal immigrants, which necessitated the development of Policies to solve this complex dilemma and deal with it according to a correct and objective strategic vision based on the basis of strategic thinking and planning by decision makers. Most of the studies and substantive discussions by scholars and those interested in issues of illegal immigration have agreed that this topic falls within the framework of one of the complex international problems that are going in an ascending form day after day to be one of the most basic and fundamental issues that have become the subject of a deep discussion between interested scholars and academics, and so on. International decision-makers in order to find appropriate solutions to it. Therefore, this research paper came to shed light on the various factors controlling mainly this ancient and renewable phenomenon such as factors related to the historical aspect and others related to the complex structural aspect of that.
