الكراهية الرقمية تمثلها وممارستها في الفضاءات الرقمية واستراتيجيات مواجهتها

Résumé: ترصد هذه الدراسة لتفاقم ظاهرة الكراهية وتدقات خطاباتها في بيئة الاتصال الرقمية، بتتبع أركيولوجيا نشأتها ومسارات تحولاتها، من تمثلاتها في المخيال الفردي والجماعي في البيئات الاجتماعية التقليدية، وصولا لتجسيدها وممارساتها في الفضاءات الاتصالية الرقمية المفتوحة، مجسدة في منصات الإعلام الالكتروني بوسائطه الاتصالية المتعددة، وشبكات التواصل الاجتماعي. كما تستعرض خلفيات وأشكال ممارسة هذه الآفة التي أصبحت من أخطر الأوبئة الالكترونية التي تؤرق المجتمع الدولي وتتهدد النسيج الاجتماعي وتكبح الوثبة التاريخية لبناء المشروع المجتمعي وأنسنته ومأسسة الدولة. تتبع الدراسة منهج التحليل النقدي الشبكي ، وتستعين بتوثيق الأفكار العلمية كمرجعيات لحلول ومقترحات لاحتواء الظاهرة ، عبر نشر قيم التسامح وتكريس ثقافة العيش المشترك . وخلصت الدراسة إلى أن التجريم القانوني وحده لا يكفي لوقف التدفقات الغرائزية والعدوانية والعشوائية لظاهرة الكراهية الرقمية، ويستدعي الأمر المرور نحو تكريس ثقافة التربية الرقمية واليقظة المعلوماتية لضمان التحول الرقمي الآمن واستدامة ثقافة الأنسنة والتآلف والتعارف، بقبول الاختلاف كقاعدة للتماسك المجتمعي وحوكمة البناء المؤسساتي للدولة. This study monitors the exacerbation of hate speech in the digital communication environment by tracking the archeology of its origins and the paths of its transformations from its representations in the individual and collective imagination, in traditional social environments to its embodiment and practices in open digital communication spaces, embodied in electronic media platforms with multiple communication media and social networks. It also reviews the backgrounds and forms of practice of this scourge, which has become one of the most dangerous electronic epidemics that threaten the social fabric and curb the historical leap to build a community project and the foundation of the state. The study follows the approach of network critical analysis, and uses the documentation of scientific ideas through the digital communication environment as references to solutions and proposals to contain the phenomenon, through the dissemination of the values of tolerance and the dedication of the culture of co-existence, the study concluded that legal criminalization alone is not enough to stop the instinctive, aggressive and random flows of the phenomenon and calls for the passage towards the dedication of the culture of digital education and information vigilance to ensure safe digital transformation and the sustainability of the culture of humanity, harmony and acquaintance, by accepting difference as a solid rule for building community cohesion and building governance Institutional.
