العلاقة بين الحكومة والبرلمان في ظل التعديل الدستوري الجزائري 2016

Résumé: من أهم مميزات النظامين البرلماني والشبه الرئاسي تبادل العلاقة بين الوزير الأول والبرلمان؛ بحيث يملك كل منهما آليات دستورية للتأثير على بعضهما البعض، بما يخدم ويعزز التعاون بين السلطتين التشريعية والتنفيذية، الذي يقتضيه مبدأ الفصل المرن بين السلطات، والدستور الجزائري هو الآخر لم يشذ عن هذه القاعدة، إذ خول لكل منهما تقنيات تتيح لها ممارسة صلاحيات السلطة الأخرى؛ إذ أعطى للوزير الأول سلطة التدخل في العمل التشريعي في مقابل ذلك أسند للبرلمان مهمة مراقبة عمل الوزير الأول وجهازه الحكومي.
