Résumé: أعطى الميثاق لمجلس الأمن مكانة مرموقة في منظومة الأمم المتحدة، وعهد إليه بالتبعات الرئيسية في مجال حفظ السلم والأمن الدوليين، وكان للمتغيرات التي لحقت بالنظام العالمي بعد انهيار الحرب الباردة، التي كان لها الأثر الكبير على إحداث نوع من التطور والتغيير في وتيرة سير عمل مجلس الأمن. حيث توسع مجلس الأمن في حالات استخدام تدابير الفصل السابع من الميثاق أصبح مجلس الأمن يعتمد في مباشرة سلطاته على نظرية التفسير الموسع لنصوص الميثاق مما أعطى مفهوما واسعا لمعنى تهديد السلم والأمن الدوليين، مما ثار التساؤل حول شرعية ممارسات مجلس الأمن في تفسير حالات تهديد للسلم والأمن الدوليين ومدى توافر عناصر الشرعية الدولية. The Charter gave the Security Council an important position and entrusted It with the main consequences in the field of maintaining international peace and security. The changes that occurred in the world order, especially after the end of the Cold War, had a significant impact on bringing about a kind of development and change in the nature of the work of the Security Council. Where the Security Council expanded the use of the measures of Chapter VII of the Charter, relying in the exercise of its powers on the expanded interpretation of the provisions of the Charter, which gave a broad concept of the meaning of the threat to international peace and security, and raised the question about the legitimacy of the practices of the Security Council and the availability of elements of international legitimacy.
