دور ترشيد سياسة الدعم الحكومي في تحقيق العدالة الاجتماعية : دراسة حالة مديرية المصالح الفلاحية لولاية خنشلة

Résumé: ملخص: تهدف هذه الدراسة إلى دراسة وتقييم سياسة الدعم الحكومي المطبقة حاليا في الجزائر ومعرفة مدى تحقيق هذه السياسة للعدالة الاجتماعية بين طبقات المجتمع والقضاء على الفوارق الاجتماعية بين فئات المجتمع . وتوصلت هذه الدراسة إلى أن رغم مزايا سياسة الدعم والمتمثلة في حماية الفئات محدودي الدخل وتحسين المستوى المعيشي لهم، إلا أنها تؤثر سلبا على الميزانية العامة للدولة وهذا راجع إلى مبدأ الشمولية في تطبيق سياسة الدعم الحكومي لذا يجب على الدولة إعادة النظر في كيفية تطبيق هذه السياسة والعمل على إصلاحها لتفادي هذه السلبيات وتحقيق العدالة الاجتماعية بشكل أفضل. Summary : This study seeks to study and evaluate Algeria's current State support policy and to ascertain the extent to which social justice is achieved among strata of society and to eliminate social disparities between groups of society. The study found that, despite the advantages of the support policy of protecting low-income groups and improving their standard of living, It had a negative impact on the State's general budget. This was due to the principle of inclusiveness in the application of the Government support policy. The State must therefore reconsider how to implement the policy and work to remedy it in order to avoid these shortcomings and achieve better social justice.
