Résumé: ملخص: إن تسيير وتنمية الكفاءات يعد محددا أساسي ا لأداء و نجاعة المؤسسة ، الذي يتطلب من المؤسسات أن تحسن الاستغلال الأمثل للكفاءات و جذب هذا النوع من الموارد البشرية ذات القدرات و المهارات و المعرفة التي تفوق لدى المنافسين ،كما يساهم تفجير قدراتها و استغلال مواهبها و مهاراتها في تحقيق الميزة التنافسية لأي مؤسسة يتطلب تثمين هذه الأخيرة لمواردها الداخلية و كفاءاتها و تسييرها تسييرا فعالا. و يكمن دور إدارة الموارد البشرية في تهيئة المحيط المناسب للعمل و الاهتمام بالعامل و تحفيزه ليبذل تقصى مجهود لديه ،و يساهم بشكل ايجابي في رفع مستوى أداء المؤسسة. الكلمات المفتاحية: تسيير الكفاءة ، المعرفة التسييرية ، التعليم التنظيمي، الإدارة الحديثة. Summary: The management and development of competencies is a key determinant of the performance and efficiency of the institution, for this reason the latter has to improve the optimal utilization of competencies and attract this kind of human resources with the capabilities , skills and knowledge that exceed competitors, and contribute to the explosion of their abilities and the exploitation of their talents and skills in Achieving the competitive advantage of any organization that requires the latter to value its internal resources, efficiency and effective management. The role of human resources management lies in creating the right environment for action and attention to the worker and motivate him to make an effort and has a positive contribution to raising the level of performance of the institution.
