واقع مؤشرات الحوكمة المحلية التي جاء بها قانون البلدية (11-10) وأثرها على التنمية المحلية من وجهة نظر تنظيمات المجتمع المدني في بلدية شتوان -ولاية تلمسان

Résumé: لقد سعت الجزائر ومنذ أكثر من عشرية كاملة إلى العمل على تحقيق تنمية محلية حقيقية، وهذا في ظل ارتفاع حدة المطالب الداعية إلى محاربة الفساد، والمزيد من الديمقراطية ومشاركة المجتمعات المحلية في اتخاذ القرار وتحسين ظروفها المعيشية وإعطاء صلاحيات أوسع للإدارة المحلية بالتركيز على الاقتصاد المحلي والبحث عن مصادر التمويل الذاتي. وتهدف هذه الدراسة إلى التعرف على واقع التنمية المحلية بالبلدية الجزائرية وتقييم مؤشرات الحوكمة المحلية التي جاء بها قانون البلدية(11-10)، وتفعيل دور المجتمع المدني. واعتمدت الدراسة على الاستبيان الكتابي الموجه إلى أعضاء تنظيمات المجتمع المدني ببلدية شتوان. وتمت المعالجة الإحصائية باستخدام برنامج الرزم الإحصائية للعلوم الاجتماعية ولقد توصلت الدراسة إلى وجود علاقة ارتباط طردية بين مؤشرات الحوكمة المحلية والتنمية المحلية. وعلاقة تأثير للحوكمة على التنمية المحلية Algeria has sought to work on true local development for more than a decade, in response to the high intensity of demands for fighting corruption, more democracy, and the participation of local communities in decision-making, improving their living conditions, and granting broader powers to local administration by focusing on the local economy and seeking self-financing sources. The purpose of this research is to identify the reality of local development in Algerian municipalities, evaluate the indicators of local governance established by the Municipal Law (11-10), and mobilise civil society. The study relied on a written questionnaire distributed to members of Chatouan's civil society organisations. The Statistical Package for Social Sciences programme was used for statistical analysis. The study concluded that there is a direct correlation between the indicators of local governance and local development. And the relationship of impact of governance on local development.
