إشكالية التنسيق بين سياسة التعليم العالي وسياسة التشغيل في الجزائر The Problem Of Coherence Between Higher Education Policy And Employment Policy In Algeria

Résumé: الملخص : يعاني التعليم العالي في الجزائر العديد من المشاكل التي تشوه صورة الجامعة الجزائرية، إلا أن أبرزها هو زيادة الفجوة بين مخرجات الجامعة واحتياجات سوق العمل، والسبب راجع بالدرجة الأولى إلى غياب التنسيق بين مؤسسات التعليم العالي وسوق العمل؛ وعليه تهدف هذه الدراسة إلى تبيين أهمية التنسيق بين سياسة التعليم العالي وسياسة التشغيل في الجزائر، بسبب عدم وجود مواءمة لمخرجات التعليم العالي واحتياجات سوق العمل؛ الأمر الذي نتج عنه مشكلة بطالة حاملي الشهادات مما دفع السلطات العمومية الجزائرية إلى اعتماد العديد من السياسات في سبيل الحد منها. Abstract : Higher education in Algeria is suffering from many problems which damage the image of the Algerian university, but the most important one is the wide gap between the university outputs and the needs of the market labor. The cause of the latter is the lack of coherence between higher education institutions and the labor market. So, the main objective of this study is to show the importance of the coherence between higher education policy and employment policy in Algeria, especially with the emergence of graduates’ unemployment. Because of the absence of harmony between higher education outputs and the needs of labor the market, the Algerian public authorities have adopted several policies to solve this problem.
