الاستدامة المالية والتنويع الاقتصادي في الجزائر: دراسة قياسية للفترة 2000-2018

Résumé: سعت الدراسة إلى قياس أثر التنويع في الإيرادات العامة والتنويع الاقتصادي على الملاءة المالية والعجز الموازني، لغرض معرفة درجة التنويع الاقتصادي التي تسمح بالمحافظة على الإنفاق العام في المدى الطويل وتحقيق الاستدامة المالية وقد خلصت النتائج إلى أن الملاءة المالية مرتبطة بدرجة كبيرة بتقلبات أسعار النفط ولا وجود لأثر الجباية العادية عليها أما نسبة القطاع الصناعي من الناتج الداخلي الخام فلها أثر موجب وهنالك علاقة طويلة الأجل بين النفقات العامة والإيرادات العامة، ولا وجود للاستدامة المالية في الجزائر فتحقيقها يتطلب التوجه نحو التنويع في مصادر الإيرادات خاصة الجباية العادية، والعمل على تنويع الاقتصاد من خلال تفعيل القطاع الزراعي والسياحي والصناعة خارج المحروقات. Abstract : This paper empirically examines the effect of public revenues, economic diversification on financial solvency and budget deficiency to know the degree of economic diversification which contributes to maintain public spending in the long-run and achieve financial sustainability. The findings of this study show that financial solvency is closely linked to oil price fluctuations, and there is no effect of ordinary taxation. The results also demonstrated that the ratio of the industrial sector to Gross Domestic Product (GDP), it has a positive effect and there is a long-term relationship between public expenditures and public revenues, no existing of financial sustainability, all this requires diversification in revenue sources, especially ordinary taxation, and the economy by promoting the agricultural, tourism and industrial sectors outside of hydrocarbons.
