تحديات ادماج الصكوك الاسلامية في السوق المالي لتمويل البنى التحتية في الجزائر

Résumé: يهدف هذا المقال الى محاولة استكشاف مكانة صناعة الصكوك الإسلامية في الجزائر ومدى قدرتها على تمويل البنى التحتية باعتبارها أداة تمويلية يمكن أن تحل محل الإنفاق الحكومي على المشروعات و تعمل على تخفيض الضغط على الخزينة العمومية وتحسن من جودة البنى التحتية وهذا استلهاما من تجارب بعض الدول، وتبعا لذلك نسعى إلى الوقوف على أهم التحديات التي تواجه عملية إصدارها وتداولها في الجزائر والمتمثلة في غياب الإطار التشريعي ،المؤسساتي والضريبي ناهيك عن غياب الوعي الاقتصادي والاستثماري المتعلق بها و نبحث على أساليب استغلالها الممكنة لتمويل هذا القطاع والمتعلقة بالقطاع المصرفي ،المالي ،الضريبي ،التشريعي . The aim of this article is to explore the status of the islamic sukuk industry in Algeria and its ability to finance infrastructure as a financing tool that can replace government spending on projects,and reduce pressure on the public treasury and improve the quality of infrastructure. Therefore, we seek to identify the most important challenges facing the issuance and circulation in Algeria: absence of legislative, institutional and tax framework, the absence of economic and investment awareness, and we look at the possible means of exploiting it to finance this .sector related to the banking sector, financial sector, tax and legislative sector
