تحديات الأمن الإنساني وآليات مواجهتها لتحقيق التنمية في مناطق الظل

Résumé: تسعى هيئة الأمم المتحدة جاهدة لتحقيق الأمن الغذائي و الأمن الصحي لجميع الشعوب في كنف الأمن العام وتعزيز حقوق الانسان بمختلف أنواعها السياسية و الاقتصادية و الاجتماعية و الثقافية مثلما جاء به الاعلان العالمي لحقوق الانسان و العهدين الدوليين الملحقين به، لبلوغ الهدف الأسمى ألا وهو الأمن الانساني وهو ما نجده في ميثاقها الأساسي، حيث تنص على أن هدفها تعزيز العيش الكريم و التنمية المستدامة في ظل قيم العدالة و المساواة و الرقي الاجتماعي و الاقتصادي وحماية الأجيال القادمة من ويلات الحروب، لكن بالنظر الى الواقع الدولي نجد عديد الشعوب تعيش تحت مستوى الفقر في غياب تام لتلك القيم، و السؤال المطروح ماهي أهم تحديات الأمن الانساني لتحقيق التنمية المنشودة؟ وماهي الآليات المعتمدة في الجزائر للنهوض بالتنمية في مناطق الظل ؟ The United Nations body strives to achieve food security and health security for all peoples in the context of public security and the promotion of human rights of all kinds political, economic, social and cultural, as stated in the Universal Declaration of Human Rights and the international covenants attached to it, to achieve the ultimate goal of human security, which is what we find in its basic charter, where it states that its goal is to promote decent living and sustainable development under the values of justice, equality, social and economic advancement and to protect future generations from The scourge of war, but given the international reality, many peoples live below the poverty level in the complete absence of those values, and the question is what are the most important challenges of human security to achieve the desired development .What mechanisms are adopted in Algeria to promote development in the shadow regions?
