Résumé: الملخص: تعتبر تنمية مناطق الظل اليوم من بين توجهات السياسات العمومية لتحقيق تنمية شاملة، وهذا من أجل حل مختلف المشاكل التي تعاني منها هذه المناطق، حيث تتمثل أهمية هذه الورقة البحثية في تسليط الضوء على دور التنمية بمناطق الظل في الجزائر ولاسيما ولاية تيارت، من خلال تجسيد مختلف المشاريع التنموية في شكل برامح من أجل تحقيق حاجات ومتطلبات المجتمع، وهو ما يدفعنا الى طرح التساؤل ماهي مختلف البرامج التنموية التي تبنتها الجزائر في تحقيق تنمية مناطق الظل، وبعد دراسة مختلف المعطيات توصلنا الى أن رغم تعدد وتنوع البرامج إلا أن واقع التنمية المحلية بمناطق الظل لم يرقى إلى المستوى المطلوب التي سطرته الدولة. الكلمات المفتاحية: مناطق ظل ؛ سياسة عمومية ؛ تنمية؛ مشاريع تنموية. Abstract : The development of shadow areas today is among the directions of public policy to achieve comprehensive development, and this is in order to solve the various problems that these areas suffer from, as the importance of this research paper is to shed light on the role of developing shadow areas in Algeria, especially the state of Tiaret, through the embodiment of various development projects in the form of programs in order to achieve the needs and requirements of society, which prompts us to ask the question what are the various development programs adopted by Algeria in achieving development After studying the various data, we concluded that despite the multiplicity and diversity of programs, the reality of local development in the shadow areas did not live up to the required level set by the state.
