رقابة الضبط الإداري في مجال رخصة البناء

Résumé: شدد التشريع الجزائري في الآليات القانونية المتعلقة برخصة البناء بحيث خول الضبطية الإدارية سلطات واسعة في مراقبة مستمرة لمدى احترام عمليات البناء للشروط المحددة في القوانين والتنظيمات المتعلقة بالتهيئة والتعمير وأيضا لأحكام رخصة البناء،ولكن الواقع أتبث خلاف ذلك بحيث بسبب إهمال السلطة الإدارية وعدم مبالاتها في فرض احترام قواعد العمران على المواطنين، نتج عنه التسيب والفوضى في انتشار البنايات بدون رخصة البناء،وعدم متابعتهم للمخالفين لهذه القواعد.
