تعديل ميثاق هيئة الأمم المتحدة في ظل المتغيرات الدولية

Résumé: ملخص: تحاول هذه الدراسة التركيز على الفصل الثامن عشر من ميثاق الأمم المتحدة، المتضمن تعديل الميثاق وإعادة النظر فيه طبقا للمادتين 108 و109، وهي المسألة التي أصبحت مهمة جدا في الوقت المعاصر من أجل تعزيز دور الأمم المتحدة في حفظ السلم والأمن الدوليين وحماية حقوق الإنسان الذي تراجع في الآونة الأخيرة، وجعل الأمم المتحدة أكثر ديمقراطية وتمثيلا لدول العالم المختلفة، لذلك يجب إدخال تغييرات على هياكل المنظمة واختصاصاتها ومراجعة آليات عملها، وخاصة إصلاح مجلس الأمن من حيث عضويته وصلاحياته، وهي عملية تتطلب جهدا كبيرا من أجل إقناع الدول الخمسة الدائمة العضوية في مجلس الأمن. Abstract : This study attempts to focus on Chapter Eighteen of the Charter of the United Nations, which includes amending and reconsidering the Charter in accordance with Articles 108 and 109, an issue that has become very important in the contemporary time in order to strengthen the role of the United Nations in maintaining international peace and security and protecting human rights, which has declined in Recently, and to make the United Nations more democratic and representative of the various countries of the world, so changes must be made to the organization's structures and competencies and a review of its working mechanisms, especially reforming the Security Council in terms of its membership and powers, a process that requires a great effort in order to convince the five permanent members of the Security Council.
