Application Of Governance And Orientation Towards Digitization Of The Economy In Algeria - Comparative Study

Résumé: Digital transformation in Algeria, particularly through the Fourth-Generation Universities project, aims to modernize public and university sectors. This digitalization improves the quality of education, optimizes governance, and promotes the country's socio-economic development. The government seeks to digitize its archives and use advanced technologies to enhance decision-making. However, several challenges hinder this transition, such as high infrastructure costs, the economic crisis, and the need for continuous staff training. The Fourth-Generation Universities project focuses on administrative and student services digitalization but does not fully address university governance, particularly the external financing of universities, which remains dependent on public funds. Despite these challenges, digitalization improves decision-making, policy monitoring, and can reduce public spending, thereby enhancing transparency and the efficiency of public services.
