إستراتيجية إدارة الموارد البشرية في الإدارة المحلية بالجزائر لمواجهة تحديات العولمة

Résumé: الملخص : ادارة الموارد البشرية داخل التنظيمات الادارية عامة والادارة المحلية خاصة، اصبحت تمثل الثروة الحقيقية لاي تنظيم اداري ، والاهتمام بالمورد البشري داخل الادارة المحلية للرفع من مستويات الاداء لتحقيق التنمية الادارية على المستوى المحلي، خاصة في ظل التحديات التي تفرضها العولمة، دفع الادارة المحلية بالجزائر الى انتهاج استراتيجيات لادارة الموارد البشرية فيها لترقية وتحسين الخدمة العمومية من جهة ومواجهة تحديات العولمة من جهة اخرى، وذلك من خلال تشخيص التقائص وتقديم البدائل عن طريق التخطيط الاستراتيجي والاداء المتميز والوصول الى دارة عصرية تمتلك الكفاءات والمهارات المدربة على اداء الاعمال الادارية لتحقيق التنمية الادارية . abstract: The management of human resources within the administrative organizations in general and the local administration in particular, which has become the real wealth of any administrative organization, and attention to the human resource within the local administration to raise the levels of performance to achieve administrative development at the local level, especially in light of the challenges posed by globalization, Adopting strategies to manage human resources in order to upgrade and improve the public service on the one hand and to meet the challenges of globalization on the other by diagnosing deficiencies and providing alternatives through strategic planning, performance and access to modern management Has competencies and skills trained in the performance of administrative work to achieve administrative development.
