الإدارة الإلكترونية للجماعات المحلية ودورها في تحقيق التنمية المستدامة حالة الجزائر

Résumé: نتج عن التطور المتسارع لتكنولوجيا المعلومات الاهتمام بتطوير وعصرنة مؤسسات الدولة، وفي هذا السياق، تبنت الجماعات المحلية مبادرات لتطوير الإدارة الإلكترونية بغرض تحسين أداء الخدمات العامة. يهدف هذا المقال إلى تسليط الضوء على مفهوم الإدارة الإلكترونية للجماعات المحلية، وإبراز دورها في تحقيق التنمية المستدامة، مع التركيز على التجربة الجزائرية للوصول إلى تقديم بعض المقترحات للارتقاء بمستوى الخدمات وإنجاح مشروع الإدارة الإلكترونية للجماعات المحلية بما يحقق أهداف التنمية المستدامة. وتم الاعتماد على المنهج الوصفي التحليلي لملائمته للدراسة. وقد توصلت الدراسة إلى أن تطبيق الإدارة الالكترونية بالشكل الصحيح سينعكس إيجابيا على مختلف الجوانب الاقتصادية والاجتماعية بالنظر لما توفره من زيادة الشفافية وتيسير حصول المستفيدين على الخدمات الحكومية وبالتالي تشجيع الاستثمار وجلب المستثمرين. كما خلُص هذا البحث إلى أنّ الجزائر لم تصل بعد إلى الأهداف المرجوة من تطبيق الإدارة الالكترونية رغم الجهود المبذولة وهذا ما تؤكده تقارير الأمم المتحدة للحكومة الالكترونية. وقد أوصت الدراسة بضرورة إشراك الموظفين والمواطنين وتوعيتهم بأهمية المشروع مع الاستفادة من النماذج والتجارب العالمية الناجحة. The rapid development of information technologies has led to increased interest in the development and modernization of state institutions, which has prompted local authorities to take initiatives to develop e-government inorder to improve the performance of public services. The aim of this paper is to to highlight the concept of local e-government, and examine its role in achieving sustainable development, with a special focus on the Algerian experience, thus making recommendations with a view to improving public services, and achieving a successful implementation of local e-government projects, and therefore the achievement of the sustainable development goals. A descriptive analytical approach was adopted for its relevance to the analysis of the research question. The study found that the implemention of e-government in an appropriate manner will positively affect the various economic and social aspects of individuals and institutions as it provides openness and transparency with citizens, as well as it facilitates access to government services for all, and consequently encourage investment and attract investors. The study concluded that Algeria has not yet achieved the desired objectives of implementing e-government despite the efforts exerted, as confirmed by the United Nations E-Government Survey . The study recommended the involvement and participation of employees and citizens and raising their awareness towards e-government initiatives, taking advantage of successful international experiences.
