Résumé: لقد أضحى توقيع العقوبات الإدارية في مجال ضبط ورقابة مجال الإعلام حتمية لابد منها، خصوصا أمام فتح المجال للاستثمارات فيما يخص منح الرخصة للشخص المعنوي الخاص لاستغلال خدمة الاتصال السمعي البصري، إذ أصبح على عاتق سلطة ضبط السمعي البصري ضبط ورقابة النشاط الإعلامي السمعي البصري، هذا الأخير الذي توسع ليخرج من مجال الحقوق والحريات ليدخل هو الأخر ضمن المجال الاقتصادي، بسبب فتح المجال للاستثمارات الأجنبية، لذا يجب وضع قوانين واضحة ودقيقة لضبط هذا المجال، وذلك لتخفيف العبء على السلطات التقليدية في الدولة من أجل التمكن من ضبط هذه المجالات التي أصبحت تتداخل فيما بينها بسبب العولمة التي مست كل الميادين.Abstract: The imposition of administrative penalties in the field of media control has become an imperative, especially in order to open the way for investments in granting the license to the private legal entity to exploit the audiovisual communication service. Expansion to get out of the field of rights and freedoms to enter the other is also within the economic field, because of the opening of the field for foreign investment, so we must set clear and precise laws to control this area in order to reduce the burden on the traditional authorities in the state, in order to be able to control these areas, which became overlapping Lima among them because of globalization, which touched all fields.
