المنصات الإلكترونية في الجزائر: الواقع والتحديات البوابة الإلكترونية للصفقات العمومية نموذجا

Résumé: الملخص: تعتمد التنمية الإقتصادية على كثير من المرتكزات التي تعد الإدارة الإلكترونية مع التطور الكبير للتكنولوجيا أحد آلياتها. وعليه هدفت هذه الدراسة لمعرفة أثر ودور المنصات الإلكترونية في تحقيقها، والكشف عن الإجراءات والآليات والجهود التي تم اتخاذها في إطار مشروع الجزائر الإلكترونية وبرنامج الإنعاش الاقتصادي للفترة 2020 – 2024 من أجل تفعيل دور المنصات الإلكترونية وترقية الرقمنة وصولا لتحقيق التنمية الإقتصادية بالجزائر من خلال تشجيع الاستثمار وتحقيق التنمية المحلية. وخلصت الدراسة إلى أن تحقيق أهداف الإدارة الإلكترونية بالجزائر يتم من خلال تنمية إدارية فعالة تعتمد أحدث أبجديات وتقنيات الرقمنة ومن خلال تفعيل دور المنصات الإلكترونية كأداة مساهمة في التنمية الإقتصادية عموما وقطاعي الاستثمار والتنمية المحلية بصفة خاصة. Abstract: Economic development depends on many pillars of which electronic management, is one of its mechanisms. Accordingly, this study aimed to know the impact and role of electronic platforms in achieving it, and to reveal the procedures and efforts that were taken within the framework of the e-Algeria project and the economic recovery program for the period 2020-2024 in order to activate the role of electronic platforms in order to achieve economic development in Algeria by encouraging investment and achieve local development. The study concluded that achieving the goals of electronic administration in Algeria is achieved through effective administrative development that adopts the digitization techniques and by activating the role of electronic platforms as a tool contributing to economic development and the investment and local development sectors in particular.
