الإطار القانوني لترقية المنتوج الوطني في ظل إقتصاد السوق

Résumé: The promotion of the national product is crucial. It is the basis for the development of the economy. The national product is an important mechanism for diversifying the national economy and abandoning dependence on fuels and imports. Forward-looking and protective mechanisms must be adopted to upgrade the national product. The first is the overall support and improvement of the competitiveness of the national product. The second is procedural mechanisms for the protection of the national product and protective mechanisms for the national export product, as well as its protection under trade differential conventions. The importance of upgrading the national product is reflected in self-sufficiency, import substitution policy, export orientation, entry into world markets and integration into the world economy. إن ترقية المنتوج الوطني من الأهمية بمكان فهي أساس تنمية الاقتصاد، فالمنتوج الوطني يعد آلية مهمة لتنويع الاقتصاد الوطني والتخل ي عن التبعية للمحروقات والواردات . ولابد من اعتماد آليات تشجيعية وحمائية لترقية المنتوج الوطني، تتمثل الأولى في مجموع آليات دعم وتحسين تنافسية المنتوج الوطني، أما الثانية فتتمثل في آليات إجرائية لحماية المنتوج الوطني وآليات حمائية مخصصة للمنتوج الوطني الموجه للتصدير وكذا حمايته في إطار الاتفاقيات التفاضلية التجارية . وتظهر أهمية ترقية المنتوج الوطني في تحقيق الاكتفاء الذاتي وتحقيق سياسة إحلال الواردات، ثم التوجه نحو التصدير واقتحام الأسواق العالمية وتحقيق الاندماج في الاقتصاد العالمي .
